Best Free Offline/No Active Data Using Apps for Android

This is my personal list of offline or no data using apps for Android for users who don't want to constantly rely on their carrier's 3G or 4G or carrier data constantly. With some apps, you can download everything it needs to ever use (besides updates) in one shot either on data or on WiFi. These are apps that, unlike similar others, don't require constant data conneection to function fully or to a great extent that other alternatives cannot offer. Tell me if there are any stuff I ought to add andd share your list.-Dictionary - Farlex - FreeA great dictionary app that has an offline mode where one can download the entire dictionary data base in a 60mb download.-Wikidroyd - CloudMade Deutschland GMBH - FreeA fantastic offline Wikipedia app that allows one to download the Wikipedia database from various databases either using the phone directly for a direct download on one's desktop or laptop to download the database to an external SD card. There is a 2GB download for the top 10% most read articles in English. The full English database has 4 parts, each about 2GB big.-Obenkyo - Atomusk
Will Installing Roms delete data and apps?

Okay I am just beginning on rooting and installing Roms. I have rooted my phone and thinking about installing a ROM, can I install without wiping data? If not what can I use to back up data and apps?Do I need a kernel?A link to a good step by step would be awesome! Thank you in advance!Just don't want to screw up my phone- Paid full retail price for it!
Typical Data use

Just curious, WIth the new DATA plan being forced upon us (good or bad), I am curious as to what a typical data usage is per TYPE of app. For example, I don't strean audio (Pandora, IHeartRadio, TuneIn etc), or Video (Netflix), I do stream Youtube on occassion. My main use is: 1. Checking Email2. Facebook3. Social games (Words with Friends, Draw Something etc)4, GPS5. DropBox/Box I have unlimted text as it stands so that isn't an issue. My main concern is that when I flash to a new ROM and it downloads all the apps (I have since shut that automatic download off). I have 8 days left on my billing cycle and I am up to 2.5 - 3GB of data use. My son is up to about 1.5GB. That is a typical month. Does anyone know of the data use per popular apps?. Also, anyone know of a good app that will auto kill apps that run on their own?

Hey everyone, I'm pretty new to android in general and just got a Nexus 7. I'm really enjoying it but having some data use issues. I do not have wifi at the house which is why I wanted a 3g model. I do have wifi at work and can use our network for personal business. I only bought a 3 GB plan because I was only going to use it for email and basic internet browsing at home. I have been updating my podcasts etc. while at work. I installed an alarm clock which I really like, but it requires that the device not go to sleep. Well, about 7:30 this morning my tablet decided to download system updates to the tune of 60 MB. 60 MB is more than half of my daily quota. My chess.com app also used 4 MB overnight (which I assume was an update but can't really tell, it's only happened once). An hour later I would have in my office using wifi. Is there a way to add some sort of permission to updates so that I can make sure I'm on wifi when it happens? I've searched and read that disabling 3g is not an option and that the 3rd party apps don't really work. At this point the only solution I can come up w
HTC Desire constant data use

Hi people, new HTC Desire user here. I've downloaded 2 different apps, 3g watchdog & netcounter which both show the amount of 3g data usage for the phone. Just yesterday, I managed to apparently use nearly 20mb of 3g data, although I was barely on the web. I must've checked my facebook a couple of times, read a few emails, and that was it. I've also installed a task manager app which closes all running apps, which I always use before locking the screen and putting the phone in my pocket. So as far as I know, there shouldn't be any apps running or using any data at all. It may be that push email may be using a bit, but surely not 20mb in one day?? It's also only one email account and the full html version of the email is never shown. I'm with Vodafone, and their supposedly "Unlimited" internet is capped at 500mb, which means at the rate that my phone is apparently going now, I would have maxed that out in a month hardly using the internet at all! I doubt that the data counter apps are wrong as they are both showing the same usage. They've both had really good reviews by

I tried putting an image of screenshot but my first post can't have one - so here's a sorta link -- www dot buffalochoralarts dot org / IMGP5107.JPI got a text from AT&T telling me I was over my 3GB and they were gonna start throttling me. I downloaded some data app checkers and 2 separate apps tell me that Contacts is the big culprit? 2.6GB in one month. This makes no sense. I checked all my phone bills for last 2 years of iPhones and never exceeded 1.5 GB in a month, and that was a high month - now one single application on my phone is 2.6GB in less than 30 days and I didn't even incur the data use?I have a growing list of complaints that will probably find my Atrix2 on ebay before the year's out. I can't believe I was complaining about iPhone before I bought this thing.

AT&T has an interesting proposition: instead of having customers worry about tiered data and monitoring how much that video streaming is going to eat into their monthly allotment, just make app developers pay for the data that its users consume.In an interview with the Wall Street Journal, AT&T CTO John Donovan proposed a program that would allow certain apps to be exempt from data limits if its developer foots the bill. Donovan told the Journal:“A feature that we’re hoping to have out sometime next year is the equivalent of 800 numbers that would say, if you take this app, this app will come without any network usage.”In other words, data-hungry apps like Netflix or Spotify would not count towards data plans if those companies would pay AT&T directly. Someone on a 2 GB plan could then watch as many YouTube videos as he or she wants without fear because Google would foot the bill. Why would Google ever do that? I doubt anyone but me would buy a smartphone for a gophone account, but I'll post this anyway.Do not buy a motorola device unless you want to pay for background data usage. All android devices are not created equal & it is impossible to turn off background data but still use wifi on moto devices. For example, it takes 27 kb of data just to connect to my home wifi network with the flipout.All I wanted was a pocket sized device that texts easily, and takes photos. I thought the wifi & android apps would be fun for home use. I should have spent a few more dollars for an HTC aria. You can turn data use off, it is more pocketable, and has a better camera.
Big Increase in Market Downloader Data Use

My data use has been running well inside my limit until yesterday when it suddenly rocketed. Onavo says that the Market Downloader has used 57.1mb but I haven't downloaded any apps for several days and up until yesterday had only used 11.42mb. I did notice though that the Kindle app and iSynchr had updated themselves but surely they can't have used 57mb doing that, particularly as downloading them originally didn't.I have now stopped the mobile network from connecting to the Internet when there is no wifi but it hadn't been a problem until then, I had kept well within my 50mb limit. Does anyone have any idea why this may have happened please? I know you can choose some apps to only update when connected by Wifi but can't find the option on these 2.

Hi, I just hooked up my first tablet to VZW. It's for hubby to take on the road. My own tablet is strictly wi-fi and is the only tablet I've ever had. His being an add on to our Share Everything plan is new to me. Do I understand correctly that it works just like a phone when it comes to data use? In other words when he's at home with it, it will automatically just use our home wi-fi and when he's on the road it will automatically switch to the VZW network? If he puts it in Airplane Mode (or shuts it off) when not in use it won't use any data, correct? I also got him a really nice bluetooth keyboard/case. I'd tried one before and hated it, horrible touch to the keys but I'm amazed at how nicely this one works! Just closing the tablet in the keyboard case won't turn off data use, correct? We each have a VZW data monitor app on our screens but I know that runs like a day behind. The VZW app monitors the whole account, correct? All devices as a whole will be monitored through these apps. His doesn't just monitor his and mine doesn't just monitor mine, correct? Thanks!Deb
